The "Single Figure" Rule


The core of the new legislation is the "Maximum Total Periodic Rent" requirement. Landlords can no longer advertise a low base rent and tack on mandatory monthly fees later.


In all advertisements and lease documents, your rent must be stated as one all-inclusive figure. This price must combine your base rent with all mandatory recurring charges. If a building requires a technology fee, a trash service fee, or an amenity fee, it must be baked into the advertised price. Which means your monthly budget is completely predictable.


If an apartment is advertised for $1,500, but requires a mandatory $50 tech fee, the landlord is in violation. The law requires them to list it clearly as $1,550. Violating this rule is considered a deceptive trade practice. Tenants can seek statutory damages of $250 per violation, plus attorney's fees.

For example, if the building is master-metered, or the utility company cannot bill you directly, the landlord can pass the cost along.
